Yes, with parental or guardian consent. Buzzer requires verified consent for any user under 18 before a badge membership becomes active important for youth and college age players and their parents.

No. The badge increases your visibility and access to opportunities on Buzzer. It doesn't guarantee a trial invite, a contract, or a signing with any club or organization.
